The Soles 2 Rolls (S2R) program is MFEI’s volunteer network for cleaning up Michigan’s Qualified Voter File (QVF).
Michigan’s QVF is a document overseen by the Secretary of State containing the names and addresses of every person registered to vote in the state of Michigan. This makes it an important resource for election integrity, since it is the primary source for verifying that a person may vote. If a person is on the QVF, then the state has given that person the right to vote.

Due to Michigan’s participation in automated registration systems such as the Electronic Registration Information Center (ERIC), the QVF has ballooned such that there are more registrations
than voting age persons in Michigan. Citizen-led review of the QVF has revealed large
quantities of obsolete registrations, with our volunteers’ research resulting in tens of
thousands removed.

A clean and citizen-verifiable QVF is a pillar of trustworthy elections. Although it is the
provision of the Secretary of State to maintain the QVF, MFEI believes that election
transparency requires citizen involvement. The Soles 2 Rolls program connects interested
citizens with a body of like-minded volunteers spanning over 30 counties and arms them to perform independent review of the QVF. ​

Volunteers at any level of commitment are welcome.
